Instructions
  1. Preheat a crock pot or slow cooker on high.
  2. In a frying pan, heat olive oil over medium heat. Add peppers and celery, and saute until softened.
  3. Add chili powder and saute until caramelized. Remove from the heat and pour into the crock pot.
  4. Add tomatoes. tomato sauce, hot sauce, Worcestershire, salt and pepper. Cook for 3 hours on high.
  5. Add shrimp and cook for about 3 minutes.
  6. Serve over rice and garnish with chopped green onions.
